This posting will be used to fill two (2) positions.
This position exists to provide financial and administrative analysis and support for work of the Community and Family Health division. This position will assist the Section's Management Analyst 4, Section Manager, and Assistant Section Manager in fiscal oversight of outgoing grants, grantee financial reviews, invoice processing, purchase orders, and other activities as appropriate. This person is responsible for responding to inquiries from grantees or other stakeholders related to budgets, invoices or payments, for troubleshooting problems and communicating to management any problems or concerns encountered.
•Perform required General Ledger Reviews of grantees in compliance with the Office of Grants Management policies, MDH policies, state and federal regulations and rules.
•Within MDH policies and procedures and federal and state laws, rules and guidelines process assigned invoices for payment in an accurate, efficient and timely manner.
•Provide financial/budgetary support duties .
•Assist the Section Manager, Assistant Section Manager, Section Management Analyst 4, and Director’s Office staff if appropriate, with various responsibilities to achieve the financial goals and objectives of the Section.
Bachelor’s degree in Finance, Accounting, Business Management or related field.
3 years of related experience accounting, auditing, or financial management.
Experience must include one of the following:
•Experience in administrative management, knowledge of business functions, procedures, and organization.
•Knowledge of organizational functions and operations (in which studies are conducted) sufficient to evaluate, analyze and recommend revisions to procedures and forms.
•Experience researching, analyzing and/or compiling information for reports.
•Experience conducting and/or evaluating operational processes, policies and procedures for effectiveness and efficiency and make recommendations for change.
Knowledge of computer programs using statistical analysis, spreadsheet, database or presentation graphics. (i.e. skill in the development and use of Excel spreadsheets and experience with SWIFT, OBIEE, and Prism.
Knowledge of the Minnesota Government Data Practices Act, Department Records Management policies and procedures, MDH HRM procedures, and MDH grant and contract procedures.
Initiate, prioritize and complete multiple tasks in a timely manner.
Experience in the area of financial management skills.
Experience with legislative activities.
Problem solving skills.
