The Human Services and Public Health Department (HSPHD) is seeking individuals who enjoy working with the public, have strong communication skills and a desire to help others while serving the community to fill several Self Service Representative vacancies. Interested candidates will need to be able to handle a high level of demanding situations while engaging in continuous client interaction. Positions will be staffing self-service areas/rooms. Self Service Representatives play a key part in assisting clients through the MNsure enrollment process, and implementing the county's role in the state's Healthcare Exchange Program (MNsure).

These positions are located in the Human Services Building in downtown Minneapolis, the South Suburban Service Center in Bloomington, the Northwest Family Service Center in Brooklyn Center, the North Minneapolis Service Center, the South Minneapolis Service Center, and the West Suburban Service Center in Hopkins. All applicants must be able to travel to all listed service centers. Anyone indicating limited availability will not be considered.
Candidates with fluency in Amharic, Cambodian/Khmer, Hmong, Laotian, Oromo, Russian, Somali, Spanish, and/or Vietnamese in addition to English are encouraged to apply.
The primary duties and responsibilities of these positions include:
•Explain process, answer questions, and assist with completion of MNsure enrollment forms when necessary
•Assist enrollees having difficulty using the online enrollment process by helping with navigation of the health care computer system while increasing their self-sufficiency with the system
•Re-direct enrollees to other Hennepin County staff for questions related to non-MNsure programs
•Assist customers with information retrieval (via computer) from various internal and external resources, as well as with the printing and copying of documents
•Enter, retrieve and modify data in various county and state databases, and data sharing systems
•Troubleshoot computer problems with IT staff
•Provide information about other community locations where clients can receive assistance to complete MNsure enrollment forms and obtain answers to enrollment questions
•De-escalate emotionally charged situations
Best Qualified Candidates will have: •One of the following:
--Two or more years of full-time office clerical experience
--Two or more years of related post-high school education
--18 months or more of office clerical experience and completion of the Career Connections Office Specialist Train-to-Work program
--One year or more of office clerical experience and completion of the Career Connections Public Sector Office Administration Training program
--Note: Education may be substituted for experience on a month for month (3 semester credits = 1 month) basis
•Ability to: --Deal well with ambiguous situations, multitask, shift gears comfortably, and decide and act without having the total picture
--Make decisions and think on your feet in a very fast-paced environment using critical thinking and applying creative problem solving
--Recognize and respect cultural differences and provide culturally appropriate services
--Serve and support customers using various communication methods, while giving them clear and concise information and/or direction
--Work independently with minimal direction, prioritize work, and work well under pressure
--Learn and apply new knowledge
--Working in a busy reception area providing direction and answering questions
--Simultaneously watching/monitoring multiple systems, tasks, and operations
--Collecting data, reporting it out in an easy format and maintaining it in electronic databases
--Troubleshooting routine computer issues
--Working in a call or contact center
•A personality that is energized by contact with the public
•Excellent customer service skills with the ability to conduct oneself professionally and handle sensitive/difficult issues in a tactful manner
Invitations to interview will be based on an assessment of education and experience. Final candidates will be required to pass a background check. Successful candidates for bilingual positions must pass a language assessment to qualify for bilingual duties and pay.
