Hennepin Health is an award-winning, nationally recognized managed care program that serves Hennepin County residents ages 0 to 64 who are eligible for Medical Assistance (Medicaid) or MinnesotaCare. Launched in January 2012, the program is a collaboration among Hennepin Health, Hennepin County Medical Center (HCMC), NorthPoint Health and Wellness Center, and the Human Services and Public Health Department of Hennepin County. Hennepin Health takes an integrative approach to health care by considering a member's medical, behavioral health, and social service needs.

The primary duties and responsibilities of this position include: •Work with a diverse set of business and technical stakeholders at all levels on data related concerns, applications, and business processes. •Transform information in disparate data repositories to meet business data, reporting, and analytic needs. •Collaborate with the county IT team to promote system development life cycle (SDLC) methodology, data governance, data security, data modeling, data quality, metadata management, and business intelligence best practices. •Understand problems, lead documentation of current state environments, envision future state solutions based on business needs and best practices, and develop a plan for data migration. •Lead a development team; implement and enforce development standards and best practices across the team; drive deliverables and keep initiatives on track. •Work with sensitive/de-identified data environments and provide application requirements around data encryption at rest and in transit. •Define new methodologies for integrating data into an existing data warehouse; oversee creation of entity relationship diagrams, dimensional models, and ETL design for integration of new or modified data streams into the data warehouse/data marts. •Work closely with the ETL and DBA teams in performance tuning of ETL processes and database designs; promote the creation of reusable components. •Drive SDLC methodology and data management body of knowledge (DMBOK) framework; manage key stakeholder interests and business interests. •Review design solutions to ensure optimal use of infrastructure resources; provide work estimates for new initiatives. •Address pivotal data issues at a strategic level and formulate solutions within the framework of risk management, data quality, and data compliance. •Lead efforts to evaluate new health plan vendor software or existing systems and make recommendations for supporting Key Performance Indicators (KPIs), contract terms, and organizational policies. •Manage staff who provide support to existing operational production systems and upgrades to vendor applications; manage team dynamics and conduct annual performance reviews. •Provide metrics to the executive team; escalate issues and decisions as needed. •Represent Hennepin Health at county-wide data teams establishing enterprise-wide data initiatives (tools, platforms, best practices, etc.) Best Qualified Candidates will have: •Bachelor's degree or higher in business administration, computer science, or closely related field and five or more years of experience in technology management, including three years at a managerial level. •Ten or more years of practical experience in IT, developing and maintaining data warehouses, and application development. •Three or more years of health plan IT experience. •Experience as an IT analyst, data modeler, database designer, or developer. •Experience with clinical information systems including authorizations, referrals, claims, pricing, and electronic health records. •Understanding of health care payer delivery organizations. •Understanding of industry best practices for data integration. •Excellent communication, interpersonal, and relationship skills with excellent conflict resolution and negotiation skills.
